International navigation ships bonded fuel supply services are an important part of international maritime services and an important indicator for measuring the level of internationalization and supporting services of ports. The development of the bonded fuel market will help stabilize existing routes, attract international ships, and help the construction of Yantian's "Global Ocean Central City Core City".

Yantian Port Shihua Company was jointly established by Yantian Port Group and the world's first and fifth global ship oil supply company -Sinopec fuel oil sales Co., Ltd. to specialize in the launch of the fuel oil injection business of maritime bonded ships. After the Hong Kong Group, Sinopec's China Shipping Shenzhen Shipan Ran and CNOOC Outer Wheel Supply Company, the fourth company has obtained the qualifications of Shenzhen's bonded fuel oil business qualification.

Compared with ordinary fuel, bonded fuel is temporarily exempted from tariffs, value -added taxes and consumption taxes, and is generally injected on international navigation ships. The bonded fuel is stored in the specified bonded fuel oil warehouse, which is supervised by the customs. In the past, Shenzhen's bonded fuel injection had insufficient supply resources, low policy convenience, and poor multi -department collaborative mechanisms. This directly leads to not many international ships in Shenzhen, and it also restricts the development of the entire shipping industry.

Many years of difficulty in salt field ice breaking. In October 2020, the "Pilot Implementation Plan for Comprehensive Reform of Socialism in Shenzhen (2020-2025)" released the first batch of authorized matters, which clearly gave Shenzhen international navigation ships bonded and refueling permits. In the future, Yantian District's bonded fuel oil injection business will also receive more policy support, and procedures will continue to simplify.

In January of this year, Yantian District issued the "Implementation Plan for the Creation of the Global Ocean Central City Cities (2022-2025)", which was the first to provide policy support to the ship's fuel supply business in the city. Relevant departments issued the guidance of Yantian Port area bonded fuel oil injection operation and epidemic prevention and control work guidance, and normalize the prevention and control of bonded fuel oil plus epidemic. Start the long -term mechanism of safety supervision and the construction of emergency system construction to improve emergency response capabilities.

In terms of procedures, Yantian District actively coordinated the Municipal Commercial Bureau and port department to accelerate the construction of the "one -bite" platform for bonded fuel, open up the information barriers of port supervision and approval departments, and strive to achieve "more data running, and the masses less legs." The platform is expected to be launched at the end of this year.
