A few days ago, the Municipal Finance Bureau issued the "Notice on Establishing a Performance of Government Procurement Contracts at the Budget Unit in Harbin", and the "Harbin Municipal Budget Department Government Procurement Contracts Performance Account" was formulated in the province. Whether the procurement items are specifically for small and micro enterprises, whether the "credit+commitment" system is implemented, the bid opening, determining the results of the bid (transaction) and the time of the notice issuance, the advance payment, and the fund payment progress are the main content of the ledger.

The municipal budget units have comprehensively sorted out the government procurement contract signed by January 1 this year, established accounts, fully implemented "ledger management", clarified the person in charge, strictly fulfilled the fund payment procedures in accordance with the contract, fulfilled legal obligations, further improved Municipal budget unit government procurement contract performance effectiveness. As of now, all municipal budget units have all established government procurement contract performance accounts, of which 51 government procurement contracts have been signed, with a contract amount of about 70 million yuan.
