The wave of domestic big data industries has been nearly ten years. At present, the market -oriented construction of data elements in various parts of the country is in full swing, including big data trading centers, including Guiyang, Beijing, Shaanxi, Wuhan and other regions. In the future, how should the development of the data factor market be advanced?

Today, the data trading market is still facing huge challenges in terms of data confirmation, data circulation, data protection, data supervision and data quality.

From the perspective of Pan and Lin, the pain points are mainly existing in two aspects. On the one hand, the current data trading platform has the problem of duplicate positioning and their own war. It is not only unable to form a joint force, but also due to the existence of the regional data trading platform that leads to the division of the data trading market. On the other hand, my country's data transactions are mainly based on simple original data trading and initial processing of original data. At the same time, the lack of uniform standards for data pricing during data transactions, data algorithms, data models and data derivatives have developed in the initial stage. The data value has not been fully developed and reflected.

In this regard, Pan and Lin believed that the first thing to do is to clarify the concept of "data rights" from a legal perspective, that is, the establishment of a data property system and clearly define it in law. For example, privacy computing technology and blockchain technology can realize "data available" and "data can be considered".

Secondly, promote data circulation, strengthen digital information infrastructure, open and competitive data market, data transaction and management platform construction, and at the same time create an orderly and fair data factor market order.

Finally, it is necessary to promote the high -quality development of the factor market, improve the management level of data, build a data standardization system, establish a data quality management system, and differentiate data to manage data. As an important subject in the data market, the state, enterprises, and industries should improve their own data management capabilities, standardize data products and data behaviors of the life cycle of data, and promote the improvement of data governance.
