Li Shaoqian was born in Chengdu, Sichuan Province on January 8, 1957. Since December 1994, he has worked in the National Key Laboratory of Communication Anti -Interference Technology. He has served as deputy director and director, deputy dean and dean of the School of Communications and Information Engineering.

Li Shaoqian is a well -known scholar in the field of communication anti -interference and broadband wireless and mobile communication in my country. He presides over 30 major national key projects, won 8 national and provincial and ministerial science and technology awards, and has been authorized to invent patents. There are more than 100 academic papers and 10 academic monographs. He loves education. He has trained more than 200 master's degree and more than 50 doctoral students, and instructed students to win the National Society of Outstanding Doctoral PhD and Excellent Master's Division Award. In 2018, he won the second prize of national teaching achievements.

According to the promise issued by the University of Electronic Science and Technology, Li Shaoqian is one of the creation and managers of the National Key Laboratory of Communication Anti -Interference Technology.
