On September 28, at the 36th meeting of the Standing Committee of the 13th Provincial People's Congress, the "Regulations on the Protection and Utilization of Revolutionary Cultural Relics (Draft)" (hereinafter referred to as the "Draft of Regulations") was requested for review.

The "Draft of the Regulations" is divided into general rules, investigation and identification, protection and management, inheritance, regional collaboration, guarantee measures, legal responsibilities and attachments, a total of eight chapters of 56.

The "Draft of the Regulations" stipulates that the revolutionary site, the revolutionary museum, and the revolutionary memorial with open conditions shall be open for free to the public. State -owned revolutionary sites, revolutionary museums, revolutionary memorials, etc., which have not yet been opened, should be regularly opened to primary and secondary school students for free, and free or discounts are open for free or discounts for groups such as minors, elderly people, and disabled people in accordance with relevant national regulations. Encourage research, collections and other research, collecting units and individuals to keep all or kept revolutionary cultural relics to the society for free or preferentially.

At the same time, the people's governments at or above the county level and its relevant departments shall rely on revolutionary cultural relic resources to strengthen the construction of patriotic education, revolutionary traditional education, party history education and other bases, and organize a series of educational activities. Encourage state agencies, social organizations, enterprises and institutions, and other organizations to establish a co -construction and sharing mechanism with the former revolutionary sites, revolutionary museums, and revolutionary memorials.

Education administrative departments and cultural relics administrative departments at or above the county level shall improve the cooperation mechanism of library and school, use revolutionary cultural relic resources to strengthen school ideological and political work, design educational activities that meet the characteristics of young people, and regularly organize students to carry out research activities in revolutionary cultural relics.

Shaanxi revolutionary cultural relics are complete, large number, complete sequences, high levels, rich connotations, and covering the province. According to the third national cultural relics census, there are 1,224 non -mobile revolutionary cultural relics, including 23 national key cultural relics protection units and 246 provincial cultural relics protection units. 76, 21 national patriotic education demonstration bases, and 4 national anti -Japanese war commemorative facilities and sites. Among the 37 revolutionary cultural relics protection and utilization areas announced by the country, Shaanxi involves Sichuan, Shaanxi, Shaanxi -Gansu, Long March (Red Army, Red Erroba Army, Red Twenty -Fifth Army) and Shaanxi Gansuning. These revolutionary cultural relics are important carriers and vivid textbooks that promote the revolutionary tradition and revolutionary culture, strengthen the construction of socialist spiritual civilization, stimulate patriotism, and inspire the national spirit.
