Compared with foreign universities, technical personnel and service personnel equipped by IT departments at home universities are generally inadequate, and the number of teachers and students per capita is far behind first -class universities [1]. With the continuous advancement of colleges and universities and the continuous expansion of the depth and breadth of application, the reality of insufficient construction of full -time information teams is even more prominent:

On the one hand, the business puts forward higher requirements for the ability of full -time information personnel. It is necessary to have excellent technology and certain business knowledge. At the same time, it must also have the ability to manage and organize coordination. On the other hand, it is The mechanism is still relatively old, the talent introduction is difficult, and the marginalization is serious. The issues faced by the full -time professional team of colleges and universities are mentioned in related papers in the past 10 years, indicating that the problem is universal and consistent, and it has become a constraints for the promotion of informatization work in colleges and universities. In response to the needs of business development, more and more non -dedicated personnel participated in informatization work and formed a part -time information team of colleges and universities to play an indispensable role. It is necessary to pay enough attention to colleges and universities, and it is necessary to carry out targeted research and analysis.

The definition and classification of part -time information team

The well -known university -part -time information team generally refers to the "college network information officer" [8] or "part -time information staff scattered in the party and government management department and teaching and research units [1]. Nowadays, the group of personnel participating in informationization work is far beyond this scope, which specifically includes types of information leadership decision -making, development planning, organizational coordination, construction guarantee, and information business operations. According to the classification of the part -time information team, as well as the working level, the frequency of participation in the work, the number of team staff, and the working hours, the part -time information team of colleges and universities has formed a system structure of a pyramid -like pyramid, as shown in Figure 1.

From the perspective of the number and investment time of personnel, they are the most.

The college part -time information team has become an important part of the IT team of colleges and universities. From a whole, the part -time team at different levels is with the full -time team of the school's information department to play a good complementary advantage:

The leadership decision -making team has a wide range of control in the direction of vision and informatization construction, which can guide the information department to better carry out information construction at the school level;

Development planning and organizational coordination teams are the backbone of each unit. They are familiar with the various situations of their units. They can provide the school's information departments with various first -hand sharing information of various units, and they can also use various trainings carried out by the school's information department. , Exchange, learn and publicize, grasp the overall information construction of the school and the development trend, and effectively promote and support the information construction of the unit where the unit is located;

Construction guarantee information team is the main force of the current construction of information project systems in colleges and universities. They support the construction and operation of the school's information platforms or systems. They work under the requirements of the technical guidance and standardized management of the school's information department;

The business operating team is the basis for the continuous operation of the school's systems and online processes. When there is a problem with the operation of various operations, it will communicate closely with the school to ensure that the service is effectively advanced.

Part -time information team construction existing problems

The three levels of organizational, coordination, construction guarantee, and business operation are the most active and most participating groups among part -time information teams. At present, there are still four issues in the construction of such part -time information teams:

1. The positioning of the part -time information team is not clear. There are large differences in the demand for part -time information teams in various universities. It is more about the requirements of the information department and set up corresponding teams in various functional departments or colleges. There is a large deviation of the understanding of position positioning in each unit.

2. Insufficient informatization team personnel are not equipped. Similar personnel who are similar to the development planning type and organizational coordination type are basically configured each unit, but the functions of organizational coordination, construction guarantee, and business operating type often have many overlap. 3. Part -time information team lacks effective assessment mechanisms. Part -time information teams are divided into different management departments. They work at different levels. They do not have specific assessment indicators and lack a clear assessment mechanism. The enthusiasm and initiative of personnel are not high.

4. The overall technical level and ability of the part -time information team needs to be strengthened. On the one hand, the technical capabilities of the part -time information team are uneven, and the technical capabilities are generally weak. When communicating with the personnel of the information department, the construction or operation and maintenance manufacturer of the information department, there are poor communication, unclear expressions, and inaccurate grasps.
