"Food Safety Law" lays a food security framework

Beijing News: What are your experiences in drafting the Food Safety Law before?

Liu Zhaobin: The Food Safety Law can be traced back to 2004. At that time, the drafting group and expert group of the Food Safety Law was established. As one of the members of the drafting group, I participated in the formulation of this law. The "Food Safety Law" was promulgated and implemented in 2009, and in 2015, a large revision was made. From the original 104 items to 154, 70%of the provisions were changed.

"Food Safety Law", as the first law of food safety in my country, has laid the framework structure of my country's food safety. Especially the revision in 2015 is of great significance, which is mainly reflected in three aspects: first, this revision is further rational. The system and system framework of Chinese food safety supervision, especially the regulatory functions, has played a significant role in strengthening food safety supervision.

In addition, it has revised the safety responsibility of food production and operation enterprises, and especially emphasized the supervision responsibility for newly appeared online food, group meals, campus food, etc. If consumers find food safety problems in food manufacturers, transactions can be stopped. At the level of production, circulation and other enterprises, it has also made more complete specifications. The revision has further increased the punishment of violating the food safety law, and clearly stipulates that the illegal amount of more than 10,000 yuan can be punished by 15 times to 30 times.

In general, the 2015 version of the "Food Safety Law" further improved the construction of laws and regulations and provided solid legal guarantee for my country's food safety supervision.

Food safety satisfaction is greatly improved

Beijing News: What do you think of the current situation of food safety in my country?

Liu Zhaobin: Since the "Food Safety Law" was promulgated, my country's food safety situation is generally good. China's food safety governance has achieved significant and significant achievements and important progress, and the relevant laws and regulations have been further improved. On December 1, 2019, the State Council issued the "Regulations on the Implementation of the Food Safety Law", which put forward more specific, more operable, and more meticulous and perfect requirements for all aspects of food safety. Article 5 stipulates that the state's knowledge of food safety is included in the content of national quality education. I think this is a great thing, because the foundation of food safety is education. The improvement of food safety quality of the whole people is an important foundation for the improvement of food safety problems.

In addition, in the past ten years, my country has further improved the construction of the food safety system. For example, in 2018, the State Administration of Market Supervision was established to focus on each function, which further guarantees the unity, authority, and consistency of food safety.

Beijing News: What are the main changes brought by food safety supervision?

Liu Zhaobin: From the aspect of supervision and random inspection, the "4 batches per thousand people" have been made, and the country has poured a lot of funds and energy in this regard. At the same time, we will increase law enforcement for illegal acts, and often carry out "acts on arrows", especially the joint governance of administrative law enforcement with the judicial department. From the perspective of enterprises, under the track of the rule of law, under a strong regulatory system, the majority of enterprises pay more attention to food safety compared with ten years ago, and have done many effective work.

It is worth noting that the qualification rate of food supervision and random inspection has continued to improve in recent years, and consumers have also greatly improved food safety satisfaction. Before 2015, consumers were satisfied with food safety at about 50%, and now they have increased to at least 60%, and some areas are even 70%. This shows that the food safety governance has been significantly effective in these years. In addition, my country's overall industrial chain and supply chain are greatly enhanced.

Beijing News: So, what do you think is still in terms of food safety?

Liu Zhaobin: At present, the overall situation of food safety in China is two aspects: the overall is better, and it is still severe. According to the plan, the overall situation of my country's food safety in 2035 has improved at all, but there are still some problems.

First of all, there is still risk of food pollution, which is mainly reflected in the aspects of agricultural residues, drug disability, heavy metals, microbial exceeding standards, and abuse of food additives. In addition, land pollution and water pollution have not been treated well, which has a certain impact on food safety.

Secondly, in the past ten years, incidents that violate the Food Safety Law have occurred from time to time. Now my country has an average of about 1,000 violations of the food safety law every day in China, about 300,000 per year. There are more than 10,000 pieces. Food safety cases are frequent, but particularly major food safety accidents and systematic accidents have become less. Overall, it has shown a downward trend. Generally speaking, after more than ten years of governance and efforts, my country has made great progress in food safety, but it still has a long way to go.

The food industry should pay attention to innovation and development

Beijing News: What do you think is the direction of the development of the food industry?

Liu Zhaobin: For the direction of development, I think there are several "more". Pay more attention to the three major safety: the number of food, food quality and safety, food nutrition safety. From a nutritional perspective, this aspect of my country is not enough. Now there are some foods that can not meet the needs of consumers' nutrition. The industry needs to put nutritional safety in a more prominent position, especially campus food, infant food, and elderly food.

Pay more attention to green development. It can be divided into three major greens: green, green consumption, ecological and environmental greens produced and operated, and the entire industry chain must develop in green.

Pay more attention to innovation and development. China's food industry must first pay attention to digitalization and intelligent transformation, which is the current trend. Whether it is food processing or food production, without digitalization, efficiency cannot be improved, and there is no competitiveness. Secondly, it is necessary to improve the quality and level of industry services. In terms of network platforms, express delivery, group meals, etc., it is very important to make consumers more satisfied with services. Also innovate in organizational structure. The industry should also pay more attention to coordinated development, implement dual cycles at home and abroad, and increase food exports and international competitiveness. On the whole, the food industry should develop in the future of brandization, intelligence, nutritional, and internationalization.

Beijing News: What are the suggestions for the construction of the company's food safety?

Liu Zhaobin: At present, Chinese food companies need to strengthen three major management. First of all, compliance management must be strengthened. In addition to the implementation of national policies, the internal management specifications of the enterprise need to be strengthened. There is no security guarantee if it is not re -entered. Secondly, enterprises should strengthen the management of ESG (environment, society, governance elements), which is also the new wave of new management that attaches great importance to the world. Food companies need to pay attention to green development, low carbon, environmental protection, and social responsibility. Finally, it should be strengthened to achieve excellent performance management. Under the premise of ensuring security, food companies should strive to achieve more economic benefits, social benefits and ecological benefits.

At the same time, the internal governance of the enterprise must be modernized and management must be in place.
