"The slavery here has occurred and has never ended." Samuel Brown, a victim of forced labor in the California Prison in the United States, said in an interview with the Global Times reporter. Samuel has served in California prison for 24 years and was released in December last year. He was the first prisoner who was asked to clean up the "New Crown Juljian" (the cell he had lived in the new crown infected), and had no right to say "no". In order to fight against, he even drafted a "ACA-3 constitutional amendment (California abolition)" called for abolition of forced labor. He said that the United States, who claims to be the "light of the world," should be held accountable worldwide.

Global Times: Can you talk about your experience in prison?

Samuel: I have been in the California prison system for 24 years. During this period, I have done a lot of work, such as entering the kitchen, cleaning the courtyard, making miscellaneous workers in the dishwashing room, moving workers, and hospitals.

They (prison) told the public that those who were imprisoned had the right to refuse this, but this was not the case. If a prisoner says no, it will receive a punishment report, and they will make your life difficult, such as difficult to get the basic daily necessities you need, it is difficult to walk in prisons or complete some small things. This is a "torture". Torture does not just refer to "water torture" or tie people, but also refers to the use of processes and procedures to make people's lives miserable.

This is equivalent to modern whip, which is a way they use to force people to do what they didn't want to do. Therefore, slavery has never ended in prison systems in the United States and California.

Global Times: Is such labor paid?

Samuel: The minimum remuneration I got was "nothing." The highest remuneration is 75 cents per hour. Then they will take 55%of them as compensation, saying that the cost of paying courts is said.

Global Times: Why do you want to draft the "California Ritual Act"? What is the purpose?

Samuel: The "California Revisibility Act" directly amended to Article 13 of the US Constitution. At the end of the American Civil War in 1865, the amendment of Article 13 was approved. According to the US government, this should be abolished, but it was actually not available, but allowed conditional slavery.

I am the first person to clean up those "new crown jail". When I told my supervisor that I wanted to work every day, I didn't want to continue to risk my life -because this was a new thing at that time, no one knew what it was -they told me that if I didn’t come to work, I would receive it. At that time, I had been arranged to enter the parole committee hearing -because I was sentenced to life imprisonment -so in order to go out, I must appear at the hearing of the parole committee, and there is no violation of discipline in order to be at least 5 years. Consider leaving prison, so I cannot accept the results of receiving punishment reports. They threaten me with it, and what I can do is go back to work. In the end, I infected with new coronary pneumonia and almost died. I told my wife that I didn't want to die because of this "work", and I wanted to appeal about it. She said, can you appeal? I said I can, but even if they are appealed, the Constitution will support their (prison) arguments. She said, "Let us modify the constitution."

I wrote a revision, or the text "will be a revision". My wife took it to the state government and submitted it to the then member Sydney Camrag. She is now a State Senator. She drafted the bill and made it a real thing.

Our draft was adopted in the California House of California 59-0, and also passed the Senate Public Safety Committee, the Senate Election Committee and allocating funds. When we go to the Senate to vote, the "White Movement" forces show its ugly head. Some politicians began a movement of fear, and tried to steal narrative methods about the content of the bill. They tell the story about the bill, saying that the bill "aims to allow the imprisoned person to live a relaxed life, make criminals and prisoners easier, and ignore the victim's rights." They said that this was not to end slavery, but "to give prisoners' money." You know that they lie and start changing the narrative method, but people's willingness to end California slavery is still strong. So other senators are willing to vote on behalf of the bill.

But when they should be voted, they started to delay. Because the voting date is the last day of the Senate session, the draft has not even received votes in the end. They used the program to kill them at the last moment, which was a terrible decision because they refused to give the people a chance to vote on this key historical issue.

Global Times: Why is it difficult to eliminate labor or slavery in the United States?

Samuel: The prison economy is an important engine of the US economy. There are many mainstream companies and organizations benefited from prison workers, minimizing costs and maximum profits by using prison workers. Therefore, they have the motivation to support the legislation of criminal crimes, so that they can obtain cheap labor from prison, which is one aspect.
