Gutres said at the 15th meeting of the Convention on the Convention on the Personal Rights of the Disabled Persons on the same day that technology can promote equality for opportunities, break various barriers, and better create an environment of tolerance for disabled people. He said that more than 1 billion people in the world need auxiliary technology, but almost everyone in many countries cannot obtain these basic tools. The promise of embracing technology means that the international community will reduce digital gaps, expand the accessibility and inclusiveness, and better protect people from the harm caused by digital gaps.

This meeting emphasizes the promotion of economic empowerment and entrepreneurship, and promotes equal participation in the labor market for disabled people. In this regard, Gutres said that the new crown pneumonia's epidemic has a particularly serious impact on the disabled people in all aspects, coupled with the continued inequality during the recovery process after the epidemic, emphasizing that the disabled people participate in the labor market equal to the labor market. The Convention on the Rights of Disabled Persons is the first international legal document in the history of the United Nations to protect the rights of disabled people. It was passed at the United Nations Conference on December 13, 2006. It officially took effect on May 3, 2008. At present, it has obtained 185 countries. Approval.
