On June 22, Mishale, on behalf of Kuwait Emir (head of state), delivered a speech on Kuwait Television that because the legislature continued to intervene in the work of the administrative organs, and the administrative organs failed to perform their duties correctly, the relationship between the two parties broke down has already ruptured. Threat the country's unity also violates the wishes of the people. According to the constitution, it is decided to dissolve the National Parliament and re -hold parliamentary elections.

On November 15 last year, Kuwait Emil Navavov signed an Emir order to announce that Mishale could assist him in exercising some constitutional powers.

The Kuwait Parliament implements a hospital system with a term of 4 years. This year's National Assembly was established in December 2020. For a long time, Kuwait's cabinet and parliamentary relations have been tight, and members have repeatedly initiated inquiries on cabinet members. On May 10 this year, Mishaler promulgated Emir order to approve the collective resignation of the cabinet, and at the same time asked the cabinet to continue the emergency affairs until the new cabinet was generated. On July 24, Mishaler signed an Emir order to appoint Ahmad Navavov Ahmed Sabach as the Prime Minister and instructed him to form a new cabinet. On August 1, Kuwait announced the establishment of 12 cabinets led by Prime Minister Ahmed.
