In the context of the epidemic, from 2020 to 2021, the number of PSC inspections of Paris Memorandum members of Paris has decreased significantly. Before the epidemic, the number of inspections in 2019 was 17,916, and it fell to 13,168 times in 2020, and it was recovered to 15,387 times last year.

With the decline in the number of inspections, the retention also decreased from 534 in 2019 to 385 in 2020. But in 2021, the number of retention increased to 528 times. The retention rate is 3.43%, the highest level since 2017.

The Paris Memorandum Secretary is called "worrying security development" in its annual report. There is a view that the number of declines in 2020 means that many defects are omitted and "delayed" to 2021.

But this may also be a temporary phenomenon.

Luc Smulders, Secretary -General of Paris Memorandum, said that it cannot be concluded based on one -year data.

The changes in the number of inspections are not associated with the retention rate. It is necessary to determine whether it has a negative impact on security standards through a long period of data statistical analysis. He hopes that the number of inspections in 2023 can return to normal, which will help to understand the situation more clearly.

Global situation seems to be mixed. Other major port PSC inspections have not experienced the increase in the Paris memo. In the United States, the number of retention times has even declined, and the number of lags in Asia has increased.

According to the USCG report, before the epidemic in 2019, the number of retention was 95 in its 8622 inspections. In 2021, the number of inspections returned to the level before the epidemic, with a total of 8,663 times, and the retention dropped to 63 times.

The retention rate of Tokyo memo fell from 3.13%in 2019 to 2.31%in 2021.

So, what is the specific situation of the PSC inspection? Let's take a look at the relevant data of the 2021 annual report.

In the past three years (2019-2021), the shortcomings are: 39821 (2019), 28372 (2020), and 36113 (2021).
