The company pays and installs the promotion fee based on the client download and installation of various media accounts.

A month ago, the company's technicians found in the background inspection that there was a large number of abnormal downloads and installations of an APP of the company: equipment models, parameters did not match real mobile phones, and only through 4G network connected; a large number of users only downloaded and installed installations There is no login registration information, and the length of use is zero. Through further analysis of background data, the company found that the recent download and installation volume of the APP has a huge gap with the actual operation and use.

After retrospective analysis, the number of abnormal downloads of this batch comes from the advertising links pushed by 7 media accounts, and the flow of funds of these 7 media accounts points to the same promotion company -A.

In September 2021, the police found the person in charge of Company A and the business officer Chen in an inconspicuous office building. At the same time, he also found a room that marked "idlers" in the company. Opening the door, the whole "mobile phone wall" composed of more than 50 mobile phones is in view of the view. The large and small screens are still mechanically refreshing the page.

It turns out that each mobile phone here is loaded with a brushing program. It only needs to be connected to the program on the host computer, and the mobile phone can automatically tamper the parameters and complete the "flashing". In January this year, the public security organs transferred the case to the Putuo District Procuratorate for review and prosecution. During the review process, the prosecutor learned that Company A was originally a regular company engaged in advertising promotion business started by Liu. In September 2020, due to the poor performance of the company, Liu had the idea of ​​cheating the promotion fee. In the meantime, Liu, who was guilty of the thief, was worried that using his own company registration would cause trouble to the company, and he found 7 downstream traffic promotion companies with the company's business personnel Chen, and then registered 7 in the promotion platform of the victims in the name of these downstream companies. Individual media account parallel signing agreements to undertake traffic promotion work. In this way, the two have been hiding behind the scenes in the name of the middlemen.

After investigation, Liu and Chen cheated more than 690,000 yuan in advertising expenses. In February this year, the Putuo District Procuratorate filed a public prosecution in accordance with the law. The court recently made the above judgment.
