British media: 2,000 American scientists responded to cooperation with China

Author:Global Times Time:2022.07.21

The British "Nature" magazine July 19th article, original title: Despite the influence of politics, Sino -US research cooperation is still undergoing the "China Action Plan" in February of the US Department of Justice -finding (China) spy in the field of research and industry Event, but the subsequent impact of the plan continues. In the past five years, the number of cooperation in the United States and China has declined. But many researchers are looking for various methods to ensure that (to China) to continue. The US federal government should learn how to promote these partnerships.

The author studies how geopolitics affects international cooperation, and cooperates with researchers at the University of Arizona from May to July 2021 to investigate about 2,000 scientists in the United States. About 95%of respondents believe that Chinese scientists have made important contributions to research; 93%of people believe that restrictions on cooperation with Chinese will have a negative impact on the academic community; 87%say that the United States should strengthen cooperation with China. Another study shows that the upward trend of scientific output in the United States has been largely supported by China. Without the co -author of China, the number of papers in the United States will decline, and if there is no United States, China's publishing rate will rise.

Most of the political focus in the United States focuses on cracking down on intelligence theft, but researchers are concerned about losing opportunities to generate knowledge and insights. Unwise policy will hinder cooperation with leading scientists, but in the end, scientific cooperation cannot be hindered. Many scientists say that they are worried that they are prosecuted by unfairness, and they are giving up cooperative relationships with China and even abandon all relations outside the United States. However, many other people find a substitution method to maintain cooperation, such as seeking non -federal funds; maintaining cooperation, but avoiding financial transactions between countries; extending from teams from the two countries to multinational teams ... especially in identification and reporting of conflicts of interests in interest conflicts, lack of clearability Under the circumstances, American scientists have found (new) methods to cooperate with China.

Should the US government suppress it further? This bureaucracy "witch hunting" will damage domestic science. In order to prevent the opposite effect, (the United States) scientists, especially scientists in the international team, must participate in formulating clear policies, and must have a mechanism to prevent the (US) government from intervene.

Cooperation with Chinese peers should not be regarded as potential criminal signs. Unintentional administrative management errors should not cause researchers to be prohibited from contacting the laboratory and students -or more serious punishment. Unless researchers can defend their own interests when seeking cooperation, comprehensive measures to crack down on possible intellectual property theft may damage -rather than promote American competitiveness.
