Recently, the Office of the National Disaster Reduction Commission, the Ministry of Emergency Management, together with the Ministry of Natural Resources, the Ministry of Housing and Urban -Rural Development, the Ministry of Water Resources, the Ministry of Agriculture and Rural Affairs, the Meteorological Bureau, the Energy Bureau, the Forest and Cao Bureau, etc. "The critical period of flood prevention periods conducts special analysis and judgment of the national natural disaster risk situation.

According to the forecast of the meteorological department, during the period of "seven or eight", Duoyu District is mainly located in the northeast, eastern Inner Mongolia, eastern North China, central East China and central China, northern China, western South China, southwestern parts, southeast of Tibet, and southeast of Tibet. The four precipitation processes are July 25-27, August 1-3, August 4-8, and August 10-14. East China, Central China, East of Southwest China, Xinjiang and other places have periodic high -temperature heat waves. From July 21, the high temperature range will develop again and expand; there will be two high temperature processes in the first half of August, which are August 1-5 and August 9-15. After the comprehensive analysis and judgment of the relevant member units, the risk of natural disasters in the critical period of flood control in the "seven or eight" is as follows:

The first is the risk of flood disasters. The Songhua River Basin and the Huaihe River Basin Yishengsi and the Shandong Peninsula Zhuhe River, the Yellow River tributary Dawen River, Xinjiang Aksu River, etc. may occur in large floods; Super police floods may occur in the Lancang River in Yunnan; the Pearl River Basin, Haihebei, Luohe, Taihu, etc. Possible regional heavy rain floods.

The second is the risk of typhoon disaster. It is expected that there are 2-3 typhoons in the Northwest Pacific and the South China Sea during this period, which is less than that of the same period (5) in the same year; 1-2 typhoons may land in my country, which is close to the same period (2) to less. The average intensity of typhoons is weak and the path is mainly westward. It is necessary to pay attention to the impact on the coastal areas of South China. There may be a catastrophic typhoon storm process in my country's coast. The process of disaster-oriented temperate storm trends of 0-1 will occur 3-4 more than 4 meters of disaster waves in the sea area.

The third is the risk of high temperature heat waves. The temperature in central East China, Central Central China, East of the Southwest, West, Xinjiang and other places is 1-2 ° C. Among them, high temperatures (daily maximum temperature ≥35 ° C) of East China, Central China, East China, and Xinjiang There are too many, and the possibility of staged high -temperature heat waves is greater. The above -mentioned regions need to focus on the adverse effects of high -temperature heat waves on outdoor operations, high -risk industries, etc., and human risks such as heat irritation.

The fourth is the strong risk of weather. Due to the high temperature and abundant water vapor, strong convective weather such as heavy precipitation, thunderstorms, local tornado, hail and other places in the Northeast, North China, East China, Central China, China, South China and other places are relatively frequent. Regional need to strengthen prevention, timely release of pledge information, and do a good job of preventing risk aversion.

Fifth, geological disaster risk. Beijing, Hebei, Shanxi, Jilin, Liaoning, Zhejiang, Anhui, Jiangxi, Henan, Hubei, Hunan, Guangdong, Guangxi, Chongqing, Sichuan, Guizhou, Yunnan, Tibet, Shaanxi, Gansu, Qinghai and other regions are high ; Among them, the risk of geological disasters in northeast Sichuan, western Yunnan, and south of Shaanxi.

Sixth, the risk of urban waterlogging disasters. Since the beginning of this year, the number of flooding disasters in Chinese cities is basically the same compared with the same period of the same year, and no persons in urban waterlogging have died. During the period of "seven or eight", cities that caused urban waterlogging disasters are mainly Harbin, Changchun, Jinan, Zhengzhou, Hefei, Wuhan, Nanjing, etc.; Some cities in the region are prone to waterlogging.

Seventh, the risk of agricultural disasters. Since the spring broadcast of this year, the impact of various natural disasters on agricultural production is generally lighter. At present, it is a critical period for the growth and development of autumn grain and output. The flood disasters that may occur in the northeast, Huanghuaihai, South China and other places, as well as the continuous high temperature drought in the middle and lower reaches of the Yangtze River and the northwest of the Yangtze River have adverse effects on agricultural production.

Eighth is the risk of forest grassland fire. Southern Zhejiang, most of Fujian, most of Jiangxi, southern Hunan, central and northern Guangdong, most of Chongqing, northern Xinjiang and other parts of the forest fire risk levels are relatively high. Inner Mongolia and the Daxing'an Mountains in Inner Mongolia and Heilongjiang must continue to prevent lightning forest fires by the end of July.

Nine is the risk of power safety. At present, it is the critical period of electricity to meet the peak summer. Due to the high temperature, it is expected that during the "seven below and eight upper" period, the national power grid load will reach a new high, and the safe operation will face a severe test. At the same time, disasters such as typhoons, floods, and strong stream weather will seriously affect the safety operation of important transmission channels, hub substations, low -lying power stations and underground power distribution rooms, and need to strengthen monitoring and emergency rescue preparations.
