(5) Strict fiscal discipline shall not increase the charging standards without authorization.

The charging standards shall be implemented in accordance with the standards specified in the "Notice of the Hebei Price Bureau and the Hebei Provincial Department of Finance on the Standards for the Qualification Examination of Statistics Professional Title Qualification Examinations" (Ji Price and Banking Fee [2011] No. 31).
