Khrushchev, the first secretary of the Central Committee of the Communist Party of China, came to China to discuss issues such as the international situation and Sino -Soviet relations with the leaders of the Central Committee of the Communist Party of China with Mao Zedong. During the talks, Khrushchev exposed to the construction of long -wave radio stations and the establishment of two proposals for the establishment of a joint submarine fleet to explain to Chinese leaders and push off their responsibilities. The attitude of Chinese leaders is clear that these two constructions involve Chinese sovereignty. Long -wave radio stations must be constructed by China. The ownership belongs to China. After seeing the firm attitude of Chinese leaders on the issue of sovereignty, Khrushchev said that the long wave radio station is best to be built by China, and the Soviet Union provides help by loan. Through this talk, the two sides forgive. On August 3, the Minister of Defense of China and the Soviet Union signed a contract with the agreement and the ordering equipment and hiring experts. Later, because the Soviet Union withdrew experts and teared the contract, China completed the construction of this long wave of radio.
