Zhang Qingyuan, male, Han nationality, was born in September 1954. He was born in Li County, Henan Province. He was a postgraduate degree. He joined the Communist Party of China in May 1972 and joined the work in December 1972.

From December 1972 to April 1997, serving in the army;

From April 1997 to December 1997, the troops were transferred to be assigned;

From December 1997 to February 2001, the Director of the Personnel and Labor Office of the Henan Provincial Department of Transportation;

From February 2001 to September 2005, he served as the director of the Local Railway Bureau of Henan Province;

From September 2005 to September 2008, he served as Deputy Secretary and Chairman of the Party Committee of Henan Railway Group Co., Ltd.

From September 2008 to November 2008, he served as a member and deputy director of the Party Group of the Henan Provincial Communications Department, deputy secretary and chairman of the Party Committee of Henan Railway Group Co., Ltd.

From December 2011 to October 2014, he served as a member of the Party Committee and Executive Deputy Director of the Wuhan Railway Bureau.
