Case Overview

Case 1

On July 13, 2022, the maritime law enforcement officer found that the ship flag country's supervision inspection of the "A" round of the area under its jurisdiction found that the installation location of the rear mast lamp in the round did not meet the requirements. The location was not on the vertical section of the ship, and the security inspector issued the "30 prohibition of departure from Hong Kong" in accordance with the law.

On July 18, 2022, the maritime law enforcement officer found that the ship flag country's supervision inspection of the "B" round of the area under its jurisdiction found that the installation location of the front mast lamp in the wheel did not meet the requirements, which did not meet the completion of the drawing drawings. Regulations

Case number one

The "A" wheel is 2019.6.25 The Chinese -based domestic coastal navigation deck cargo ship where keel is released. It applies to the "Legal Inspection Technical Rules of Domestic Sailing Sea (2011)". Mito -mobility ships need to install two sets of mast lamps, which are divided into front mast lamps and rear mast lamps. The specific installation requirements of the front and rear mast lamps are:

2.3.2 Installation of the front mast lamp:

(1) Varling position:

① Except the manipulating light and this chapter 2.3.1 (4), the mast lamp should be higher than and leave all other lights and shields;

② The height of the forefront lamp above the hull should not be less than 6m; if the width of the ship is greater than 6m, the height of the lamp should not be less than the width of the ship, but it does not need to be greater than 12m;

(2) Horizontal location:

① The front mast light should be installed on the vertical section of the ship;

② The forefront light should be placed at one/4 of the captain from the head of the ship.

(3) If only 1 mast lamp is equipped, it should be placed in the front of the ship, and its installation height is the same as the forefront lamp.

2.3.3 Installation of posterior mast lamp:

(1) Varling position:

① The rear mast lamp should be higher than the front mast lamp at least 4.5m;

② The vertical distance of the front and rear mast lamps should be made when everything is normally poor. When watching the sea surface of 1000m from the head of the ship, you should see that the rear mast lamp is above the front mast lamp and separate.

(2) Horizontal location:

① The rear mast light should be installed on the vertical section of the ship;

② The horizontal distance of the front and rear mast lights should not be less than 1/2, but it does not have to be greater than L00M.

Case 2

The "B" wheel is 2020.11.14 The Chinese -based domestic coastal navigation deck cargo ship where keel is released is applied to the "Legal Inspection Technical Rules of Domestic Sailing Sea (2020)". According to the requirements of the 20 rules, the installation requirements for conventional ships and mast lamps are consistent with the 11 rules, but for specific structures and use ships such as large transport ships, 20 rules have made special provisions for the installation of mast lamps:

8.2.4 Special regulations for specific structures and use ships

8.2.4.1 The specific structure and use ships described in this Article refers to a ship with the following three characteristics:

(1) The upper upper rear background of the upper -layer building (including the deck room) on the upper part of the upper layer is located in front of the middle of the ship;

(2) From the upper rear turns described in this article (1) to the end of the ship or near the end of the ship, it is open deck (including the ladder open deck);

(3) On the open deck described in this article (2), it is used to transport larger objects (such as large structural parts, platform equipment or supplies), or equipment with reserved or placed equipment with predetermined or functions of ships or functions. Or the device, which causes the layout of the rear mast lamp to not meet the requirements of this chapter.

8.2.4.2 For semi -submarine ships with 8.2.4.1 specific structures and uses, offshore supply ships, special use ships, scientific inspection ships, trailers, engineering vessels, and other ships (including mobile platforms) with similar structures, 8.2. Under the premise of equivalent measures specified in the specified in the following, the following number of lights shall be implemented as follows:

(1) The above -mentioned ships with a captain 50m and above shall be installed on the front and rear mast lamps on the center of the ship. The horizontal distance between the two should be actually arranged at a long distance.

(2) If the tail of the ship is installed with a dragging equipment or other ships or functions, it will cause the tail to be unable to install the taillights and/or the rear anchor light.

8.2.4.3 The equivalent measures required by the above 8.2.4.2 should meet the following requirements at the same time:

(1) Install at least two probe lights. The power of each probe light should illuminate the tail of the ship, and the outline of the rear of the ship should be displayed as much as possible in order to be observed by other ships; Access the navigation light controller and meet the applicable requirements of 8.1.4 in this chapter;

(3) Detective lights shall hold ship product certificates, and their performance requirements shall meet ISO17884 or GB/T24954;

(4) If the viewing light cannot show the outline of the back of the ship, it should also be added at the appropriate position of the ship (such as the tail or the port wall on both sides), so as to display the outline of the rear of the ship as much as possible and be observed by other ships;

(5) When the mast lamp is turned on, the probe lights and lighting facilities should be turned on (if it has been added), and the operation of the operation should be available at the appropriate location of the ship's driver's table;

(6) Installation of visiting lights and lighting measures (such as adding) shall not affect the display of other lamps installed in accordance with the provisions of this chapter.

Case analysis and review

With the increasing number of maritime construction projects such as marine pastures, maritime platforms, and offshore wind power, more and more large maritime transport ships are put into use. Due to the special structure, such ships have two main methods for setting up mast lamps: The first is to apply the ships of the "Legal Inspection and Technical Rules of the Domestic Sailing Sea Ship (2020)", and adopt the "Four Chapters/8 chapters/8.2.4 Special Construction and Special Construction Ship" for equivalent setting; the second is the previous as the previous previous The ships still take the front and rear mast settings.

The "A" wheel crew ignored the importance of the mast lamp. In order to facilitate the loading and unloading of the goods, the rear mast was removed or shifted without the consent of the ship inspection agency, resulting in the rear mast lamp cannot meet the safety requirements and put the ship itself in danger.

Considering the special operation needs of the "B" round, in accordance with the "Legal Inspection Technical Rules (2020)" at the "domestic navigation sea ships (2020)", the tail of the wheel may not be set up, but the ship does The purpose of the special requirements is not as much as possible to increase the horizontal distance of the front and rear mast lamp, and even install the front mast lamp in the wrong position, and there is no importance to correctly understand the importance of the four probe lamps.
