In recent years, my country's scientific and technological talent team has continued to maintain and accelerate the characteristics of young age. The reason why scientific researchers can maintain high -speed growth are mainly due to the continuous enrichment of scientific research personnel. According to estimates, as of the end of 2019, people under the age of 39 in my country accounted for 78.39%of the total scientific and technological human resources. It can be seen that young scientific researchers are playing the role of the main force in various scientific and technological innovation activities in my country.

However, the total amount of young scientific researchers expands, increases, and increases the growth rate. The pressure of peer competition for young scientific researchers is increasing, which will inevitably cause a "inner volume" phenomenon. The imperfect system design has led youth scientific researchers to emerge, narrowing the growth and development channels, increased evaluation and assessment pressure, and increasing transactional burden. The results of the fourth national science and technology worker survey showed that in the interviewed youth groups, 38.2%of people believed that the growth of young science and technology personnel was very serious or serious. 55.5%believe that the number of scientific research projects he hosted is lower than expected. From this data, it can be found that the growth, development, and even survival environment of young scientific researchers have emerged. It is urgent to get the general attention of the whole society and promote common action inside and outside the science and technology community.

This time, the "burden reduction action 3.0" jointly issued by the five departments focused on the group of young scientific researchers and proposed a series of effective measures. Compared with the first two rounds of burden reduction operations, the "burden reduction action 3.0" focuses on the special group of young scientific researchers, and also highlights the characteristics of "open source throttling".

"Open source" is to create more opportunities and provide more conditions for young researchers. Aimed at the "internal pressure" formed by self -compression of young scientific researchers due to fierce competition, and the "external pressure" formed by the lagging reform of the scientific and technological management system and mechanism, this "burden reduction 3.0" The proportion of quotas, differentiated evaluation mechanisms, flexible assessment requirements, and full -time assistant configuration, etc., provide practical support for young researchers in terms of development opportunities, growth channel guarantees, and funding for funding conditions. Therefore, it can truly sing the protagonist and pick the beam in the development of science and technology. At the same time, guiding government departments and scientific research institutions to "platform" and senior scientific researchers for their "platforms" for them, so that scientific and technological undertakings and innovation work can "compete and play well."

"Slotting" is reflected in saving and guaranteeing scientific research time for youth researchers, reducing unnecessary time consumption. In fact, for scientific researchers, especially young researchers, the structure of time always has a "long and not enough" situation. First, the contradiction between the total time and time structure, the overall working time is "long" and the scientific research time is "lacking"; the second is the contradiction between objective duration and subjective feelings. Real scientific research time is "long" and subjective needs are "lacking"; The contradiction between the "elastic" time and the "rigid" task can be "long" for the time for independent arrangements and "lacks" relative to work tasks.
