The notice requires that agricultural and rural areas, water conservancy, emergency, and meteorological departments at all levels should strengthen emergency duty, strengthen communication and consultations, finely accurately dispatch disaster conditions, research and judgment, and timely release early warning information.

The notice emphasizes that the water conservancy department shall strengthen the scientific dispatch management of water sources such as rivers, rivers, lakes, and libraries, and strive to ensure agricultural irrigation water needs; measures such as emergency water transfer, new water sources, temporary frame pumps, and peak wheel irrigation should be adopted according to local conditions. The emergency department shall promptly start the adjustment of the emergency response, and organize the rescue of the water -pulling water and the lives of the affected people. The meteorological department should adjust the operating aircraft in a timely manner to the arid and disaster -stricken areas, and prepare feathers such as rockets.

The notice emphasizes that in areas with irrigation conditions, we must implement key measures such as deep water cooling, small water diligence, flowing water, etc. with water temperature adjustment; hills, "Wangtiantian", and the end of the irrigation area.
