The "Regulations on Property Management" issued by the State Council in 2003 formally regulated the "Ownership Conference". Subsequent local administrative regulations and "Civil Conspication" once again stipulated it.

In short, the owner conference is the highest meaning of the owner group of the community. The industry committee (autonomous organization) was selected by the owner's meeting, and the rules of the community and the Convention were formulated by the owner's meeting.

But it is too difficult to hold.

Without choosing an organization that can execute the will of the owner's group, many actual community disputes are still unsolvable.

The owner's conference is not cured. After the industry committee was selected, the game of community governance began between the owners, the industry committee, and the property company.

"Property companies don't want the community to set up a industry committee." Over the years, such a saying can often hear. The meaning behind this is that most industry committees can decide whether to change the property company.

"It may be the case for the early real estate companies bundled with developers, but today, the relationship between the property company and the owner's autonomous organization has long changed."
