In the 1950s, the Central Committee of the Communist Party of China and the State Council made strategic decisions of some universities from the aspects of the situation at home and abroad and the higher education and industrial construction layout of New China. In 1956, Jiaotong University moved from Shanghai to Xi'an; in August 1956, East China Academy of Airlines moved from Nanjing to Xi'an. A group of universities and students represented by Jiaotong University and East China Academy of Aeronautics actively responded to the national call, and dedicated themselves to the northwestern construction to become the pioneers of the yellow land.

In the 1960s, for the reasons for historical reasons, my country made major strategic decisions to prepare for the third -tier construction center, and proposed that some universities must also move to the third line. At the end of 1964, according to the unified deployment of the Central Committee, Tsinghua University (651 Engineering), East China Institute of Chemical Engineering (652), Peking University (653 Project), and Nanjing University (654 Project) move Hanzhong (hinterland in Qinling) and Hunan Changde established branches. Tangshan Railway Academy moved to Emei, Sichuan, and later renamed Southwest Jiaotong University.

Looking back on some universities after the founding of New China, the common characteristics of these colleges and universities are to adhere to the close connection between education with the future of the country. In the mid -1960s, from the needs of combat reserve, the Central Committee of the Communist Party of China decided to establish a complete industrial system including energy, manufacturing, military industry and other aspects in the big third line.

At the end of 1964, with the approval of the Central Committee, Tsinghua University, East China Institute of Chemical Engineering, Peking University, and Nanjing University moved out of some majors to establish branches in Mianyang, Sichuan Zigong, Shaanxi Hanzhong, and Changde, Hunan.
