The Tokyo District Court said in the ruling that Dongdian's measures to deal with the tsunami that year "fundamentally lack a sense of security and sense of responsibility." Among the five defendants, the four former executives, including the former president of Dongdian, must bear the liability for compensation, and Xiaosen Shengsheng, the former executive director of Dongdian, did not need to compensate.

The court's trial focusing on whether the Dongdian management can predict the huge tsunami will trigger a leakage accident and its response decision -making in the nuclear power plant. Based on the government's long -term assessment of earthquake disasters, a working group in Dongdian estimated in 2008 that nuclear power plants may be attacked by a tsunami of 15.7 meters high.

The plaintiff's shareholders said that the government has made "optimal scientific evaluation", and Dongdian management has delayed preventive measures such as building warehouses. The defendant's lawyer argued that the government's evaluation lacked credibility, and at the time of the accident, Dongdian Management was preparing to entrust a Civil Engineering Association to study whether to formulate response measures based on this evaluation.

The court determined that the government's assessment was sufficiently credible, and Dongdian had the responsibility to take preventive measures.
