1. Improve the record management of the second -hand car market. Provincial competent business departments shall rely on the "Administrative Measures for Second -hand Circulation" and related documents to rely on the national automotive circulation information management application service system (hereinafter referred to as application system) to make a good plan for used car sales enterprises (hereinafter referred to as sales companies) in the jurisdiction (hereinafter referred to as sales companies) The second -hand car trading market (hereinafter referred to as the trading market) and other market entities for the record management work, and timely confirm and upload the filing information through the application system. The filing enterprise shall truthfully report the business information such as the name of the enterprise, the social credit code, and the address venue. Those who involve relevant reforms involving local filing must do a good job of connection. The competent business departments of various localities must speed up the organization of the filing information of market entities such as sales enterprises and trading markets. If the filing will be completed before September 20, 2022 (inclusive), the Ministry of Commerce will be recorded before October 1, 2022, Enterprise information is pushed to the Ministry of Public Security and other departments; if the filing is completed in the future, the Ministry of Commerce promptly push the filing of the company's information. The competent business departments of various localities should regularly urge and guide the recorded enterprises and trading markets that have been filing, and report to relevant business information in a timely, accurate, and comprehensive application system in accordance with the requirements of the application system. Provincial competent business departments must do a good job of filing and management of new car suppliers and dealers in the jurisdiction, set up operating permissions through the application system, and timely confirm the information of the filing enterprise.

2. Standardize the management of the registered buses of distribution. When the recorded sales enterprise handle the transfer registration of non -operating small micro -carrier cars (hereinafter referred to as used passenger cars) to be sold, the public security traffic management department will sign the endorsement of the motor vehicle registration certificate, driving license and temporary driving car number "The words are convenient for accounting in accordance with the" inventory commodity "subject. Temporary driving number plates applied for second -hand small passenger cars during sale are only used for short -distance driving such as vehicle inspection and refueling. The recorded sales enterprise shall purchase the liability insurance for the traffic accident of motor vehicle, and the validity period of the temporary driving vehicle number shall not exceed the mandatory insurance period of the motor vehicle traffic accident liability insurance. For automobile restricted areas, those who have registered for the transfer of second -hand passenger cars and applied for temporary driving number plates will not take up the car purchase index. It is strictly forbidden to use temporary driving number plates for a long time between enterprises and enterprises and individuals. If the same second -hand passenger cars have registered more than two transactions between sales enterprises, the temporary driving number plate is no longer issued.

5. Strengthen the supervision of second -hand cars related business behavior. All localities must strictly implement the relevant regulations of the country's comprehensive cancellation of second -hand car restrictions, and no requirements for second -hand cars to be transferred from foreign countries shall not be set up. Sales enterprises and trading markets should carefully check the relevant information and vouchers of both parties and vehicles in the transaction, strictly carry out operating activities in accordance with the relevant laws, regulations, and rules of the circulation of used cars, and issue second -hand car trading invoices. The competent business departments of various localities should take effective measures to strengthen the enforcement and frequency of law enforcement inspections on sales enterprises and trading markets, and investigate and deal with illegal acts and regulations in accordance with laws and regulations. The public security traffic management departments of various places should strengthen supervision of motor vehicle registration service stations, and to guide their standardized and convenient assistance to the registration business for those who meet the conditions for transfer registration; Car number plate distribution and use management.
