Don't buckle the hat of "expansionism" to China

Australia's "Pearl and Stimulation" website on September 25th, original title: Is China an expansion country?

As we are becoming stronger, China will exert its strength and use this power more. This is a normal big country. Although the goals of the big country are similar, the method may be different. China has become more confident, but it may not be more aggressive. "Confidence" and "aggression" are often confused. Exploring the behavior of the major powers of the United States and China will explain the differences.

If the behavior of the US rise is in line with the historical normal, China ’s behavior is the opposite of this normal. In the five permanent directors of the United Nations Security Council, only China has not fought for 40 years. (Not long ago) The China -India conflict followed the agreement that did not use the gun, and the strategic discipline showed a praise.

Compared with China, in the past 30 years, the United States has fighting a war or participating in military operations every year. The US Independent Institution Congress Research and Service Board produced a report "1798-2018 U.S. Military use of military power abroad". Theoretically, the US military intervention after the Cold War should be reduced. However, this study showed that in the 190s before the end of the Cold War, the United States sent a total of 216 troops, with an average of 1.1 times per year. In the 25 years after the end of the Cold War, the US military intervention increased sharply, using military strength 152 times, with an average of 6.1 times a year.

Henry Kissinger believes that the Chinese believe in "soldiers who are fighting without fighting." There are many powerful arguments in China that it is not a major militarist country. The first is history. If Chinese civilization has a tendency to militarism, it will emerge long ago, and it will conquer overseas territory like European powers. It is also obvious that with the rise, China has become more confident and will use non -military means to project forces. At present, the strong anti -China emotions sweeping Washington are part of their dissatisfaction with certain policies in China or the fear of strange culture of Oriental, but some of them come from a deeper "yellow disaster" concept. Therefore, Americans need to question how much their response to China's rise is based on rational analysis, and to how much they are disturbed by the success of non -white civilization.

The re -rise of China as a great country should not be surprising. It is natural to return to the status of a great country. China's return speed is unusual, and today's balance of power in the United States has undergone tremendous changes. But looking at its long history, China is always cautious when using military strength. China will undoubtedly become a powerful political competitor to the United States. But as George Kenan's wise suggestions given in the US -Soviet competition era, the results will not be determined by military competition. The true competition between the United States and China will be in the economic and social field. It is this level -not the military level -the result of determining the contest of the United States and China. China has the oldest civilization in the world, and is the only civilization that has recovered from several major impacts in history. Therefore, in the peaceful contest of the two major powers in the United States and China, if the policy maker in the United States underestimates the power and toughness of Chinese civilization, it will be a serious mistake.
