The "Xiamen City Underworld Land Identification Standard" mentioned that it is not identified as an idle land and in line with one of the following industrial land, which can be identified as inefficient industrial land:

The staff of the Municipal Resources Planning Bureau stated that after being identified as inefficient industrial land, the Municipal Industry and Information Technology Department will jointly announce it on the official website with the municipal resource planning department.

It is reported that the re -development model mentioned in "Xiamen City's Efficiency Industrial Land Development Pilot Implementation Plan" has the following three types:

The government entrusts market players to prepare for development. The municipal government or district and development zone entrust market players to carry out land preparation and the construction of general factory buildings, investment and operation operations.

Under the premise of meeting the requirements of planning and building safety, the land right holders are encouraged to carry out the "industrial reform workers" such as newly built, reconstructed, and expanded in accordance with the industrial planning orientation of the photo area.

Development enterprise acquisition and transformation. Encourage high -quality development enterprises to obtain inefficient industrial land use rights through property rights transfer, and re -develop and transform according to the industrial planning orientation of the area, introduce new industrial formats to realize the industrial transformation and upgrading of the area.
