Article 1 In order to strengthen the supervision and management of customs goods, safeguard the country's sovereignty, security and interests, and promote trade facilitation, in accordance with the "Customs Law of the People's Republic of China", "The Biological Safety Law of the People's Republic of China", "The People's Republic of China" The Plant Quarantine Law and the Implementation Regulations, the "National Health Quarantine Law of the People's Republic of China" and the implementation rules of the relevant laws and regulations, and the relevant provisions of the relevant laws and regulations, and formulate these measures.

Article 2 The transit goods referred to in these Measures refer to goods that continue to be launched from overseas and continue to be shipped overseas through the domestic and local roads.

The transit goods of the international treaties and regions of the international treaty containing the transit of the goods with China or regions with my country, which are concluded or jointly participated in the transit clauses, are allowed to transit in accordance with the relevant treaty and agreement. Other transit goods shall be approved by the competent authorities such as national commerce, transportation and other competent departments and will be allowed to transit after being recorded by customs in the country. If the laws and regulations have other provisions, it is stipulated.

Article 3 The following goods are prohibited from transit:

(1) goods or regions from or prohibit trade from or prohibit trade from my country;

(2) Weapons, ammunition, explosive items, and military demand, except for transportation through military channels;

(3) Fiery poison, anesthesia and opium, morphine, heroin, cocaine and other drugs;

(4) Dangerous waste, radioactive waste;

(5) Special items such as microorganisms, human tissues, biological products, blood and their products;

(6) Foreign intrusion species;

(7) Endangered plants and products such as ivory, except for other provisions of the law;

(8) The prohibition of entry objects stipulated in the "People's Republic of China in and out of the Entry and Exit Dynamics and Plant Quarantine Law", except for the law as otherwise stipulated;

(9) What is harmful to China's politics, economy, culture, and morality;

(10) Other goods stipulated by the state.

Article 4 The transit goods should be exit from the countryside and shall accept customs supervision.

For transit goods, no unit or individual shall not be demolished, extracted, delivered, shipped, replaced, modified, mortgaged, pledged, pledged, recovered, transferred, replaced, and transferred to other disposal. During the transit of animals and plants, animal and plant products, and other quarantine transit, the transportation shall not be removed from transportation.

Article 5 The person in charge of transportation (hereinafter referred to as "the person in charge of the transportation instrument") shall be approved by the relevant state departments to carry out the transit cargo transportation business, and it shall be filed in accordance with the regulations.

Article 6 The outbound exit of transit goods shall be exported to the country in accordance with the route transportation stipulated by the competent transportation department. If there is no regulation of the transportation department of transportation, it shall be stipulated by the customs.

If the transit of animal transportation, transportation should be transported in accordance with the customs specified in the customs.

Article 7 Transit animals and other transit goods that are evaluated as high -risk biological safety shall enter the country from the designated port.

Article 8 The person in charge of the transportation instrument shall submit the application form of the transit cargo transportation and report it truthfully to the customs in the country.

If the transit goods are animals and plants, animal and plant products, and other quarantine materials, the quarantine certificate issued by the animal and plant quarantine agency of the country or regional government shall be submitted; if the transit cargo is an animal, the animal transit license issued by the customs shall also be submitted to the customs; If the goods are limited to the transit goods such as dual -purpose items, the relevant license shall be submitted.

Article 9 The transit cargo is transported to the countryside, and the customs review and approval can be transit. If quarantine is required according to law, transit transportation shall be transported after quarantine. The corpses, excretion, laying materials and other wastes of the border animals must be handled according to law, and must not be abandoned without authorization.

The transit goods arrived at the countryside, and after the customs were sold out by the customs, they could only transport the country.

Article 10 Treatment of goods shall not be transported with other entry and exit goods, items, or containers.

Article 11 The customs may add a seal to domestic transportation or containers that carry transit goods, and no one may open or damage without authorization.

Article 12 If the transit cargo is transported out of the country, if you need to change the transportation tools and container before the exit, the person in charge of the transportation instrument shall apply to the customs of the land -changing customs to go through the transit transportation procedures.

The transit goods shall be replaced in the warehouse or place designated or agreed by the customs. Dangerous chemicals and dangerous goods shall be replaced at places with safety operations approved by relevant departments.

Article 13 of the transit goods with a full -process removal form, if you need to change the transportation tools and container during the domestic transportation period, the person in charge of the transportation tools can apply for transit transportation and replacement procedures to the customs and replacement customs.

Article 14 Customs can send staff to escort transit goods according to work needs, and the person in charge of transportation shall provide convenience.

Article 15 Customs can check the transit goods if necessary, and the person in charge of the transportation instrument shall cooperate.

Article 16 In addition to the non -resistant reasons, if the transit goods are lost or short in the territory, the person in charge of the transportation instrument shall go through the customs procedures for the customs in the country.

Article 17 If the transit cargo has not been declared to the customs for more than three months from the date of declaration of transit tools, it is deemed to be imported goods in accordance with the relevant provisions of laws and regulations such as the Customs Law of the People's Republic of China.

Article 18 The transit goods shall be transported out of the country within six months from the date of declaration of the transportation tools; under special circumstances, the customs consent can be extended by the customs of the country, but the extension period shall not exceed three months. If the transit goods exceed the specified period of the preceding paragraph for three months, the customs will be sold for sale according to law. If the laws and regulations have other provisions, it is stipulated.

Article 19 The transit cargo shall not be included in the trade statistics of import and export goods, and the customs shall implement single statistics.

Article 20 If the transit goods are not declared or false, the customs may warn or a fine of less than 30,000 yuan.

Anyone who violates the provisions of these Measures shall be punished in accordance with relevant laws and regulations; if a crime is constituted, criminal responsibility shall be investigated in accordance with the law.

Article 21 These Measures shall be explained by the General Administration of Customs.

Article 22 These Measures will be implemented from November 1, 2022.
