However, the Wuyishan Town Government and Wangcun Village Committee signed an agreement with Jiang Tianyuan Company illegally allowing them to process waste stone materials generated during their own processing and sales.

The survey also found that during the construction process, the town government and the village committee did not conduct verification supervision of the progress of the project. It was not until 2020 that the mountains were continuously dug. In December 2020, the 61st Executive Meeting of the People's Government of the Leadshan County requested that "the Wuyishan Town Government must calculate the sand and gravel resources of the Jiangtianyuan Mining Lead Mountain Branch in Nanchang City." However, as of the arrival of the inspection team, the Natural Resources Bureau of the Leishan County neither evaluated illegal mining resources, nor did it take strong supervision measures in accordance with relevant regulations.

The interests of the masses cannot be ignored, and the local government has established a reform

It is reported that the local people have repeatedly reported that Jiang Tianyuan Company has been reported to destroy the forests and digs the mountains under the guise of governance, but the relevant departments and the town government investigation and treatment are light, and the problem has not been resolved.

In 2021, some villagers reported to the superior departments that the gravel under the basic farmland was illegally dug, and the Natural Resources Bureau of Leadhan County did not conduct a survey with technical means.
