In terms of construction conditions, the "Draft of Opinions" pointed out that after the photovoltaic power station completed the project filing, the project unit should implement the construction conditions. After the construction procedures of the relevant laws and regulations requirements are completed, the construction should be started in time, and the connection with the supporting power of the power grid enterprises will be provided with the power grid enterprise.

The provincial -level energy authorities and the filing authorities can organize projects that have not started construction or have not handled any procedures within 2 years after the filing, and timely abolish projects that do not have construction conditions in a timely manner.
