On September 8, the Propaganda Department of the Central Committee of the Communist Party of China held a press conference on civil affairs work in the new era. Zhan Chengfu, deputy minister of the Ministry of Civil Affairs, introduced at the press conference that at present, the total number of social organizations registered and managed in the country has reached 900,000, an increase of 1.7 times over 2012.

Zhan Chengfu introduced that there were 737,000 social workers across the country, an increase of nearly 9 times over 2012; the volunteer team exceeded 1.29 million, and the registered volunteers had reached 220 million, accounting for 15.9%of the country's total population.

"In the past ten years, the basic livelihood protection standards have continued to improve." Zhan Chengfu said that from 2012 to 2021, the average national urban and rural minimum insurance average standards increased by 1.2 times and 2.1 times, respectively; the basic living standards of special piles reached or exceeded 1.3 times the local minimum insurance standards; A monthly 1728 yuan per person and 1288 yuan per person per month, an increase of 77.9%and 83.1%over 2012, respectively.

He introduced that in the past ten years, China has basically established a social assistance system with Chinese characteristics. This system guarantees more than 40 million minimum insurance personnel, nearly 5 million people with special insights, about 10 million temporary rescue personnel, and 2.3 million people who have no wandering begging personnel in all kinds of life.
