Border tourism management measures to openly solicit opinions

On September 16, the General Office of the Ministry of Culture and Tourism issued an announcement saying that in order to promote the reform of "decentralization of management", promote the development of border tourism, and strengthen border tourism management. The Immigration Authority and other departments have publicly solicited opinions on the "Rookie Management Measures for Border Tourism (Revised Soliciting Opinions)" (hereinafter referred to as the "Revised Consultation Draft").

The revision of the solicitation of the comments clearly states that border tourism refers to the qualified travel agency organizations and citizens who receive my country and neighboring countries. They adopt a team to enter and exit from the designated border port to tourist activities conducted within the border area and periods agreed by the two governments.

Amended 26 amendments to the comments, the main amendments include the implementation of the central government's "decentralization of service" reform requirements, refining the relevant provisions of the border tourism cooperation agreement, clarifying the approval conditions and procedures of the border agency, and further strengthening the management of the border tourism market.

Among them, in the implementation of the reform requirements of the central government's "decentralization service", the revision of the comments draft to implement the State Council's requirements for canceling the "border tourism project approval" and "relaxation border tourism control", and encourage border areas to create distinctive border tourism destinations. The border tourism team can flexibly select the entrance and exit ports, and delete the front conditions such as border tourism approval and the nearby immigration certificate. At the same time, the scope of the border area is implemented in accordance with the border or border port management system agreement signed by my country and adjacent countries.

In terms of further strengthening the management of the border tourism market, the revision of the solicitation of the comments clearly clarified that within the scope of the border tourism cooperation agreement, if tourists participate in gambling activities multiple times, they may suspend or terminate border tourism activities in the area; clarify The border agency shall not arrange tourists to engage in "containing obscene, gambling, drug absorption content", "mobile, damage to the boundary and boundary auxiliary facilities, and damage the clear and safe and stable land national boundaries" "helping others to carry luggage items in and out of the country" and so on. Nine activities; clarifying that tourists must not be arranged to travel to the state to prohibit travel; 4 situations that eliminate the qualifications of border social tourism business in accordance with the law.
