Yao Jiong, director of the Fire Supervision Division of the Guangdong Fire Rescue Corps, introduced at the meeting that since this year, a total of 702 high -rise buildings in Guangdong have caused 8 people to die, and 9 people were injured. According to reports, according to the conditions of various places, there are currently about 102,000 high -rise buildings in Guangdong Province, including 2474 high -rise buildings, 10041 high -rise public buildings, 1714 old commercial and residential mixed mixtures, and 3,381 old high -rise residences. The four types of key high -rise buildings were evaluated (552 super high -rise buildings, 671 high -rise public buildings, 39 old commercial and residential mixeds, and 109 old high -rise residences), and 2290 hidden risks were investigated.

The third is that the management system is not implemented. Many fire control rooms cannot be held in the job with all members. Some people on duty are not proficient in automatic fire protection facilities, and even do not even understand at all.

The fourth is to use flammable and combustible materials in violation of regulations. In order to save costs and improve economic benefits, the roofs, basement and other regions of some high -rise buildings use flammable, combustible clamping core color steel plates to build temporary houses.

Fifth, safe evacuation is blocked. Due to unreasonable planning and tight parking spaces, some senior management occupied, blocked, closed and evacuated channels, safety exports, fire truck channels and fire truck boarding venues were prominent.

Sixth, the fire facilities are not well effective. Fire protection facilities such as indoor fire hydrant system, automatic water spraying system, and automatic fire alarm system are dismantled or paralyzed without authorization. The setting and maintenance of fire elevators do not meet the fire technology standards.

Seventh, the use of electro -gas management is irregular. In the process of production and operation, some high -rise buildings owners conducted bright fires such as welding and gas welding in violation of regulations. Property -free high -rise buildings implement the "building length system"

In order to resolve the above risks and do a good job of rectification of major fire risks of high -rise buildings, the "Implementation Plan" requires further clarion of supervision of housing and urban and rural construction, market supervision, power, gas, gas and other related industry departments. In the field, governments of all counties (cities, districts) shall clarify the supervisory department in accordance with the principles of "similar business" and "whoever leads the lead, who takes the lead and who is approaching".

The "Implementation Plan" requires that high -rise construction property enterprises and industries mainly implement the independent management of fire safety, establish a promise system for high -rise construction fire safety responsible persons and managers, and comprehensively examine hidden dangers and test fire protection facilities.

In addition, for high -rise housing, apartment buildings, and old mixed parties without property management units, the government must clarify the fire safety management responsibilities of grass -roots organizations such as street towns, villages), and other grass -roots organizations. The "Implementation Plan" clearly requires that in the assessment of super high -rise buildings, high -rise public buildings, old high -rise commercial and residential mixeds and old high -rise housing, localities must establish and improve the "first floor and one gear" system to achieve "rectification of one place to rectify one place. "One place to sell"; those involved in major fire hazards shall be listed in strict accordance with legal procedures. The "Implementation Plan" proposes that local localities should establish high -rise construction fire teams such as miniature fire stations in strict accordance with the standards to ensure that personnel and equipment are in place, strengthen training exercises, and achieve "saving early and destroying small". Fire rescue teams in various places should further strengthen the construction of high -rise building fire extinguishing rescue professional forces, strengthen high -rise building fire truck channels, regularly guide and train high -rise building micro -fire stations, and improve the capabilities such as rapid fire extinguishing, personnel search and rescue, and water supply field water supply.
