In accordance with the decision of the East China Bureau of the Communist Party of China, the East China Xinhua Broadcasting Station was planned in the summer of 1948, and the site was selected at Chengjiazhuang in the west suburbs of Linyi County, Shandong. When the radio was established, the villagers came to help, raised heavy equipment, and pulled up the tall launch antenna. Later, the staff of the radio lived in the villagers' house. When they were free, they also helped the villagers to do farm work, and formed a deep friendship with the villagers.

East China Xinhua Broadcasting Station was broadcast to East China. It has promoted the cooperation of the Battle of Jinan and the Huaihai Campaign and the subsequent Battle of the River.
