It is understood that the "Regulations" is the first local regulations promulgated by the Standing Committee of the 19th National People's Congress, with a total of six chapters and 49 articles, including the general rules, the planning and construction of parking facilities, the use and management of parking facilities, the order of parking facilities, and parking order. The "Regulations" referred to the parking facilities refers to public parking lots, special parking lots, and road parking spaces. Public parking lots refer to places that provide parking services to the public outside the urban roads, including parking lots and construction projects that are built independently and construction projects as public service facilities and temporarily set up parking lots.

Dedicated parking lot refers to a place for parking services to provide parking services for vehicles and residential communities outside the urban roads, including parking lots and in the construction area of ​​construction projects. The owner has a total of some parking lots. Road parking space refers to the area where the urban roads are planted for temporary parking of motor vehicles.

The "Regulations" require that the construction of parking lots should meet the special planning and relevant standards and specifications of parking facilities, and set up barrier -free parking berths and electric vehicle charging facilities in accordance with the standards; if the parking lot is set up, except for entrances and exits, other areas should be separated from road safety. New transportation passenger transportation stations, schools, hospitals, and other public places with concentrated passenger flow should be set up in the project land for the passenger area for temporary parking and down passengers for motor vehicles, and will be delivered simultaneously with the main project.

New residential communities should be parking spaces for visitors and logistics delivery vehicles. Commercial buildings should have a temporary parking berth for cargo loading and unloading and picking up guests. Old residential communities, hospitals, schools, etc. can use temporary parking channels on the ground and underground space to set up temporary parking berths reasonably, that is, stopping the berth, reducing the impact of the traffic traffic.

Encourage the use of idle places to build land, idle plants, corners, open corners, and underpass spaces, and set up temporary parking facilities in accordance with the law. Hospitals, schools, commercial complexes and other areas of parking supply and demand are outstanding, which can fully tap parking resources and build parking buildings, mechanical three -dimensional parking lots, underground parking lots, etc.

Within urban roads, without affecting pedestrians and vehicles, the traffic management department of the public security organs can apply for road parking spaces according to traffic conditions and set traffic signs to specify the parking time. The existing parking facilities in the residential community cannot meet the needs of parking. Under the premise of not affecting passage, fire safety, and compliance with relevant laws and regulations, the owner decides according to law that the owner can use temporary parking facilities to set up a venue and road.

Encourage service facilities such as main scenic spots (points), financial service points, and red and special tourism lines into the city's unified smart parking management platform to achieve organic integration and information sharing of scenic spots (points), parking lots, service facilities and other elements. Promote the rapid charging system. The parking lots of government agencies and institutions, state -owned enterprises (except secrets and key security units, enterprise production areas, etc.) shall be opened and shared when they are wrong. Encourage parking facilities such as commercial facilities, office buildings, tourist scenic spots, stadiums, and other parking facilities to open to the society during their free hours; encourage residential communities to open parking facilities to the society when they ensure safety and meet the basic parking needs; Public parking lots, special parking lots and road parking spaces open to the society for free at night.

In addition to mechanical three -dimensional parking lots, public parking lots that implement government pricing or government guidance shall be given a free parking time of not less than 30 minutes. extend. Military vehicles, police vehicles, fire trucks, administrative law enforcement vehicles, ambulances, engineering rescue vehicles, municipal service vehicles, etc. are implemented for free when performing official duties.

Disabled people hold the disabled person's dedicated vehicle with the disabled license issued by the traffic management department of the public security organs. When parking lots in public parking lots and residential communities, the parking fee is exempted.
