Article 2 [Scope of Application]

2. Dedicated charging facilities: Construction and operation of government agencies, enterprises and institutions, and charging facilities provided services for users within a specific range. Its service targets include, but not limited to: specific legal person units and their employees, owners of specific residential communities, owners of specific car manufacturers, or car owners in a specific transportation field.

3. Public charging facilities: The business charging facilities provided by the enterprise construction and operation to the entire society, including the operating charging facility of the service of electric car owners, including the charging station for electric taxis that are open to the whole society.

(2) The dedicated, public, and self -use charging facilities supported by these Measures shall be constructed in accordance with the principles of "interconnection, security intelligence, and orderly controlling". The charging facilities that apply for municipal financial funds subsidies shall meet the following requirements:

1. Unified standards. Construction, operational services, and maintenance management meet the relevant intelligent technical standards, construction standards, safety standards, design specifications and management requirements of the relevant national and city, and achieve electrical energy measurement.

2. Data sharing. Upload and upload charging data to Shanghai Charging Facilities Public data collection and monitoring municipal platforms (hereinafter referred to as "municipal platforms") through charging enterprise platforms (hereinafter referred to as "municipal platforms") to achieve data sharing and interconnection. (3) These measures rely on municipal platforms as independent third -party platforms to implement the necessary data collection and monitoring of publicly, dedicated and intelligent self -use charging facilities in our city, and perform the following responsibilities at the same time:

1. Avoid the responsibility for competition in the industry. The position is fair, and it does not invest in the construction of charging facilities, and there is no competition with the charging enterprise.

2. Policy service liability. Open relevant charging facilities to government departments to provide services and support for the formulation and implementation of charging facilities policies in our city. Improve platform functions, promote the interconnection between management platforms, and help improve the management level of charging facilities.

3. Public service liability. Release the city's electric vehicle charging facilities information, provide convenient charging facility information inquiry services and charging fee payment settlement services to the public to ensure the safety of settlement funds for charging companies.

4. Technical management responsibility. Formulate the city's charging facilities data to access the relevant technical standards of the municipal platform; make necessary records of charging facilities failure and abnormal information to provide support for accident analysis; dynamically evaluate the charging facilities, sites, and charging companies, and work with the municipal power company together with the municipal power company. The intelligent and orderly charging management level of charging enterprises conduct technical review. Article 3 [Support Method and Standard]

Since 2023, the annual list of the annual list of demonstration stations is dynamically adjusted according to factors such as service level and efficiency, and the qualifications of the demonstration station will be canceled.

2. Support the construction of shared charging demonstration communities. The demonstration community includes Class A demonstration communities and Class B demonstration communities. Class A refers to a community that uses new shared charging facilities in the community to use its own parking spaces. In principle, it should be a community built before 2005, and it needs to meet three aspects. First, the scale requirements, the charging facilities should be constructed on the parking space expanded in the community, and the expanded charging parking space should not be less than 3. The second is public service requirements. The charging parking space should be shared with time -sharing intelligent orderly adjustment mode. The third is to standardize management requirements. The charging enterprise is responsible for the construction and operation management. The community owner conference and property service enterprise shall be supported, and the three -party agreement with the charging enterprise shall be signed to clarify the obligations of the three parties. Class B refers to a community that uses charging facilities within 300 meters around the community. After the community and the government agencies around the community or the parking lot of enterprises and institutions, the parking spaces are signed by the peak sharing of the exclusive 5 years. 3. Support smart charging piles to accelerate the promotion and application. 4. Support the "slow change" demonstration transformation of charging facilities. The assessment level is a charging enterprise with a level A or B, which is qualified to apply for power subsidy. From January 1, 2022, the charging facility subsidy is 6 consecutive years. (3) Support electric taxi charging and replacement

Municipal platforms issue special cards to taxi drivers. Dedicated cards are bound to taxi VIN code. The management measures for dedicated cards are formulated separately by the municipal platform. The driver must pay the following two types of fees with a dedicated card to obtain the subsidy. When paying, the price after deducting the subsidy is settled with the charging and replacement company.

1. The charging costs paid from January 1, 2022 can enjoy the exclusive power subsidy. The standard of 2022-2023 is 0.4 yuan/kWh;

3. 5. 8. 5. Planning land policy support
